General Nature of Public Improvement

Proposed Street Improvements - Ruthella Dr. and Melville Ave./Kimberly Dr. Intersection - West Burlington, Iowa - 2017

The project consists of the following items and approximate quantities: 922 S.Y. of pavement removal; 172 S.Y. of driveway removal; 32 S.Y. of sidewalk removal; 760 L.F. of 4-inch longitudinal subdrain; 187 C.Y. of modified subbase; 922 S.Y. of 7-inch Class C PCC pavement, reinforced; 172 S.Y. of 6-inch PCC driveway; 32 S.Y. of 6-inch PCC sidewalk; and miscellaneous appurtenant work usually associated with a street improvement project.

Time and Place for Filing and Opening Sealed Bids. Sealed bids for the work comprising each improvement as stated above must be filed before 4:00 P.M. on September 6, 2017, in the  office of the City Clerk at the City Hall, 112 Broadway Street, West Burlington, Iowa. The bids will be opened and tabulated at this time.

Time and Place Sealed Bids Will Be Considered. Sealed bids will be considered by the City Council during their meeting beginning at 6:00 P.M. on September 6, 2017, in the Council Chambers at the City Hall, 112 Broadway Street, West Burlington, Iowa.

Time for Commencement and Completion of Work.  The work under the proposed Contract  shall commence upon issuance of the written Notice to Proceed. The proposed street improvements listed shall be fully completed on or before November 15, 2017. The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed.

Bid Security. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Code of Iowa.  Bid security shall be 10% of the bid amount.

Contract Documents. Drawings and specifications governing the construction of the proposed improvements have been prepared by French-Reneker-Associates, Inc., Engineers &  Surveyors, Fairfield, Iowa. The Contract Documents may be examined at the office of the City Clerk, and may be obtained from French-Reneker-Associates, Inc., 1501 South Main, P.O. Box 135, Fairfield, Iowa 52556. A deposit of $50 shall be required for each set. A refund of 50 shall be made upon returning the Contract Documents in good condition within fourteen (14) days after award of the contract for the improvements. Deposit of the low bidder shall not  be  returned, but additional sets shall be made available at no cost.

Preference for Iowa Products and Labor. By virtue of statutory authority, preference will be  given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.

Sales Tax. Iowa sales tax will not be paid on materials purchased for this project. The City will issue a sales tax exemption certificate.
