Frank was born and raised in the Burlington area. Frank and his wife, Lori have five children, Jeremy, Kevin, Brad, Andy and Hannah. Frank joined the Police Department in 1993.

Past assignments include: Patrol, Narcotics Task Force, Investigations, promotions to Sergeant in 1998, then to Lieutenant in 2004.
