Special Meeting January 17, 2005 5:30 P.M. The West Burlington City Council met in Special Session at 122 Broadway Street with Mayor Trousil presiding. Council Members Crowner, Johnson, Pilger and Lees were present. Raleigh was absent. City Administrator Gregg Mandsager, Public Works Director Randy Fry, Finance Officer Leslie Sattler were also present. Mayor Trousil asked that the agenda be amended by removing item number one "Street Issues" under the Work Session. The Work Session to discuss "Street Issues" was rescheduled for January 26th at 5:30 p.m. Lees made a motion, second by Pilger, to approve the Agenda as amended for the January 17, 2005 Council Meeting. Voice vote. All voted aye. Motion carried.
WORK SESSION:
Gear Avenue Trail Project - Administrator Mandsager reported that if the City chooses to proceed with the grant to construct the Gear Ave. Trail the I.D.O.T. would require the existing sidewalks along Gear Ave. to be replaced with a 10 sidewalk and 2 shoulder. This additional work would increase the cost of the project by an estimated $50,000.
CLOSED SESSION:
Closed Session Union Contract Negotiations 5:47 p.m. Pilger made a motion, second by Crowner, to go into Closed Session with Iowa Code Section 21.5 (c). Roll call vote. Johnson, Pilger, Lees and Crowner voted aye. Motion carried. Closed Session ended at 5:53 p.m.
MAYOR INQUIRIES:
Mayor Trousil explained that he serves as the Citys representative on the Des Moines County Solid Waste Commission and he was concerned about a matter that the Sold Waste Commission was considering. Mayor Trousil explained that the Solid Waste Commission was approached by WW Transport regarding the possibility of allowing employees of WW Transport that have been hurt and placed on light duty to work at the recycling center. WW Transport apparently has no light duty work that these employees can do. The employees would continue to be paid by WW Transport. Mayor Trousil was concerned about the liability in allowing people that have had an injury to work at the recycling center. The Council agreed that they would not be in favor of this arrangement.
Administrator Mandsager reminded Council that Budget Work Sessions would begin Monday, January 24th, 2005 following the Regular City Council Meeting. Council will review the Police Department and Fire Department budgets.
