Regular Council Meeting January 10, 2005 – 5:30 P.M.
The West Burlington City Council met in Regular Session at 122 Broadway Street with Mayor Trousil presiding. Council Members Lees, Crowner, Pilger and Raleigh were present. Johnson was absent. Fire Chief Kesterke, Public Works Director Fry and Finance Officer Leslie Sattler were also present. Lees moved, second by Pilger, to approve the Agenda as presented. Roll call vote. Crowner, Raleigh, Lees and Pilger voted aye. Motion carried.Lees, second by Pilger, to approve the Consent Agenda as presented. Roll call vote. Crowner, Raleigh, Lees and Pilger voted aye. Motion carried.

CITIZEN’S INQUIRIES: - There were no citizen inquiries.
COMMITTEE REPORTS
STREETS - Administrator Mandsager reminded the Council of a work session Monday, January 17th to discuss street issues. Administrator Mandsager also reported that snow removal had been going smoothly. He reminded citizens when shoveling their driveways and sidewalks that snow can not be placed on the street.
SANITATION – There was nothing to report.
UTILITIES – Crowner reported a street light that was removed at the corner of Leffler and Pennington during construction and never replaced. Public Works Director Fry will check into the missing street light.
PUBLIC SAFETY – Administrator Mandsager reported that Chief Oblein was attending a conference in Des Moines.
Fire Chief Kesterke reported that the Fire Department had been conducting safety inspections. Chief Kesterke submitted a Fire Department year end report to City Council.
FINANCE – Administrator Mandsager informed the Council that staff had been working on the budget getting ready for budget work sessions. Crowner asked staff to put information about volunteering for the 4th of July committee in the next newsletter.
NEW BUSINESS:
Consider Resolution Naming The Des Moines County News and The Hawkeye as Official Newspapers – Lees moved, second by Pilger, to approve a Resolution naming The Des Moines County News and The Hawkeye as the Official Newspapers for the City of West Burlington. Roll call vote. Crowner, Raleigh, Lees and Pilger voted aye. Motion carried.
Consider Approval of Incentive Bonus for Fire Fighters – Mayor Trousil reported the City budgets $10,000 each year to provide an incentive to firefighters who actively participate on the department. Twice a year the Council splits $5,000 between firefighters who attend 70 percent of department meetings and respond to 30 percent of City alarms. Chief Kesterke reported that 17 firefighters qualify for this incentive payment.
Lees moved, second by Crowner, to approve payment of Incentive Bonus to 17 fire fighters as recommended by Chief Kesterke. Roll call vote. Crowner, Raleigh, Lees and Pilger voted aye. Motion carried.
Consider Purchase of Bunker Gear for Fire Department – Lees moved, second by Pilger, to approve the purchase of 6 new sets of bunker gear for the Fire Department. Chief Kesterke explained that this bunker gear would replace worn and outdated gear. Roll call vote. Crowner, Raleigh, Lees and Pilger voted aye. Motion carried.
Consider a Resolution Adopting a Pre-Disaster Hazard Mitigation Plan for the City of West Burlington - Natalie Paris-Love with Southeast Iowa Regional Planning Commission to review a proposed Pre-Disaster Hazard Mitigation Plan for the City of West Burlington. Mrs. Love explained that in order for the City to receive Pre-Disaster Mitigation funds or disaster recovery funding through the State each city must have an approved local Pre-Disaster Hazard Mitigation Plan in place explaining what steps the City would take to protect and handle potential disasters. A committee consisting of the Fire Department, Police Department, Public Works Department and Fire Marshal’s office worked with Southeast Iowa Regional Planning Commission to develop the Plan. Administrator Mandsager will work with Mrs. Love to make a few clerical changes to the plan before it is signed. Lees made a motion, second by Pilger, to approve the West Burlington Pre-Disaster Hazard Mitigation Plan.

MAYOR INQUIRIES: - Mayor Trousil announced that City Council meetings would be televised on channel 18 every Wednesday, Thursday and Friday at 9:00 a.m. and 7:00 p.m.
Administrator Mandsager asked council members to RSVP with City Clerk Kelly Fry by January 25th if they would be attending the annual Burlington/West Burlington Chamber Dinner on January 28th.
ADJOURN – There being no further business, the meeting adjourned at 5:50 p.m. upon motion by Lees second by Pilger. Voice Vote: All Ayes. Motion carried.
