Special Council Meeting May 29, 2003 – 5:30 P.M. The West Burlington City Council met in Special Session at 122 Broadway Street with Mayor Trousil presiding. Council Members Hockett, Lees, and Pilger were present. Council Members Crowner and Johnson were absent. City Administrator Gregg Mandsager was also present. City Clerk Terrie Simonson was absent. Lees moved, second by Pilger, to approve the Agenda adding item 2. to new business: Partial Payment to Keller and Son for the concession stand. Voice vote. All ayes. Motion carried.

    CITIZEN’S INQUIRIES: No inquiries were received.

    NEW BUSINESS:

    Consider Resolution Amending the Fiscal Year 2003 Budget – City Administrator Mandsager recapped City Clerk Simonson’s summary of the FY 2003 Budget Amendment totaling $887,200. the amendment is being funded by Grants, General Obligation Notes, and Reserve Fund Balances (Water and Sewer). Lees moved, seconded by Pilger to adopt the resolution amending the fiscal year 2003 budget. Roll Call. Hockett, Lees, and Pilger voted aye. Crowner and Johnson were absent. Motion adopted.

    Partial Payment to Keller and Son in the amount of $7114.32 – Keller requested that the Council consider a partial payment on the concession stand. Mandsager indicated that payment of ˝ half of the invoice was appropriate and would not interfere with the remaining issues yet to be ironed out. Mandsager indicated that the building was functioning well and that we still needed to tweak a few items. Lees moved, seconded by Pilger to pay ˝ of the invoice or $7114.32. All Ayes. Motion Carried.

    Citizen Inquiries: No inquiries were received.

    Mayor’s Inquiries: Councilman Pilger questioned the possible use of residential furnaces in the new City Hall and noted that he felt 9 units would cost $100,000 and that a rebate of $350 per unit was available. Mandsager indicated that a work session would be placed on the next agenda to discuss City Hall.

    ADJOURN – There being no further business, the meeting was adjourned at 5:40 P.M. upon motion by Lees and second by Pilger. Voice Vote. All ayes. Motioned Carried.
