Regular Council Meeting March 13, 2003 – 5:30 P.M.
The West Burlington City Council met in Special Session at 118 W. Wheeler Street with Mayor Trousil presiding. Council Members Johnson, Hockett, Pilger, Lees and Crowner were present. City Administrator Mandsager was also present. Lees moved, second by Pilger, to approve the Agenda as presented. Voice vote. All ayes. Motion carried.PUBLIC HEARING –Fiscal Year July 1, 2003 June 30, 2004 – Mayor Trousil opened the Public Hearing on the Fiscal Year 2004 Budget. He explained the budget reflects a decrease of $.47 in the levy for 2004. The total levy is $9.75 which is comprised of $8.10 for the General Fund; $1.22 for Debt Service; $.09 for Insurance levy and $.34 for Employee Benefits. The Water and Sewer rates did not change.
There were no comments received by the Clerk not were there any comments from those present. Mayor Trousil closed the Public Hearing.
Consider Resolution Setting Salaries and Benefits for Non-Union Personnel – Administrator Mandsager presented a Resolution setting salaries and benefits for non-union personnel. He explained the Resolution provides for a 3% increase.
Crowner moved, second by Johnson, to approve the resolution setting salaries and benefits for all non-union personnel. Roll call. Ayes: Lees, Johnson, Pilger and Crowner. Nays: Hockett. Motion carried.
Consider Resolution Approving Fiscal Year 2004 Budget – Lees moved, second by Crowner, to approve the Budget for Fiscal Year 2004 as presented. Roll call. Ayes: Lees, Crowner, Johnson and Pilger. Nays: Hockett. Motion carried.
CITIZEN’S INQUIRIES: - There were none.
ADJOURN – There being no further business, the meeting adjourned at 6:55 p.m. upon motion by Lees, and second by Pilger. Voice Vote: All Ayes. Motion carried.
