Special Council Meeting May 29, 2002 – 5:30 P.M. The West Burlington City Council met in Special Session at 118 W. Wheeler Street with Mayor Trousil presiding. Council Members Crowner, Hockett, Johnson and Lees were present. Pilger was absent. City Administrator Mandsager was present. Lees moved, second by Johnson, to approve the Agenda with the addition of Air Conditioning in City Hall. Voice vote. All ayes. Motion carried.

    NEW BUSINESS:

    Discuss Options on Disposal of Real Estate – Administrator Mandsager explained he had received an inquiry from a party who might be interested in purchasing the current City Hall building (118 W. Wheeler and the empty lot to the north). Mandsager said if the Council is interested in pursuing the inquiry the Council should authorize him to negotiate with the prospective buyer and he would bring their proposal back to the Council for final approval.

    Crowner said if the Council is going to discuss price for the property he would excuse himself from the discussion because his wife is the realtor who brought the prospective buyer to view the property.

    The Council did not discuss the price they would ask for the property.

    Johnson said he did not expect the City to re-coup all of the cost spent so far in obtaining this property. He also said if the sale should go through, City Offices would need a place to locate until the new City Hall is completed, the cost of rent to stay here could be figured into the cost to sell.

    Lees said she did not want to under sell the property.

    Hockett said each offer should be examined as they come in and consideration given at that time.

    Mayor Trousil said the Council should consider whether or not they want to pay a realtor fee. He said the realtor is working for the buyer.

    Johnson moved to authorize Administrator Mandsager to negotiate with Re-Max for the sale of property located at 118 Wheeler and the lot to the north with a buyer they have and to pay Re-Max 5%. There was no second. Johnson withdrew the motion.

    Johnson moved, second by Crowner, to authorize Administrator Mandsager to enter into negotiations for the sale of property at 118 Wheeler and the property to the north. Voice vote. All ayes. Motion carried.

    Discuss Air Conditioner City Hall – City Clerk Simonson explained one of the air conditioners in City Hall is not functioning properly. It has not functioned correctly since the City Hall offices were located here. She contacted Jern Air Conditioning to get it fixed. Jern advised the unit is very old and the City should consider replacing either the entire unit or replacing the coil where the leak is.

    Council Members said rather than purchase a new unit they would prefer to use one of the units salvaged from the old City Hall.

    ADJOURN – There being no further business, the meeting adjourned at 6:30 p.m. upon motion by Crowner, and second by Lees. Voice Vote: All Ayes. Motion carried.
