Special Council Meeting
CLOSED SESSION: To Discuss
the purchase of particular real estate only where premature disclosure could
be reasonably expected to increase the price the governmental body would have
to pay for that property: Lees moved, second by
Pilger, to go into Closed Session in accordance with Chapter 21.5(j) of the
Code of Iowa.
Hockett objected to
going into closed session because the City was not going to pay more than the
price already stated at a previous open meeting and therefore the price was
not expected to increase the price the City would pay for the land. He stated
that this does not follow within the guidelines of the closed meeting
regulations. Trousil stated that if the City makes a counter offer it would
apply. Johnson stated that if the
City is willing to negotiate it applies.
Crowner stated that if they agree to pay within a range that could
increase the price of the land.
Mandsager stated that at the last meeting we were at $0.00 per square
foot and their offer was at $6.00 per square foot and that he has previously
gone into closed sessions for this purpose. Roll Call: Lees, Pilger, Johnson, Crowner Ayes. Hockett, Nay. Motion carried. The Council went into closed session

Agreements for Shottenkirk Development: Lees moved, second by
Johnson to proceed with the project and to have Gregg Mandsager, City
Administrator, be the Chief Negotiator with Shottenkirk. Voice Vote: All Ayes except Hockett who voted
Nay.
