Regular Council Meeting December 05, 2000 – 7:00 P.M. The West Burlington City Council met in Regular Session at 122 Broadway Street with mayor Trousil presiding. Council Members Hockett, Crowner, Lees, Pilger and Johnson were present. City Administrator Gregg Mandsager was also present. Lees moved, second by Hockett, to approve the Agenda as presented. Voice vote. All ayes. Motion carried.

    Lees moved, second by Johnson, to approve the Consent Agenda as amended. Voice vote. All ayes. Motion carried.

    A. Approve Minutes Regular Council Meeting November 28, 2000

    B. Approve Payment to Deery Dodge Chrysler – Repair of 97 Dodge - $1,285.89

    C. Approve Payment to Lowe’s Home Improvement – Ceiling Tile for Fire Department - $1,400.00

    D. Approve Payment to Payment to Shive-Hattery – GRMS/SCC Signal - $3,124.97

    E. Approve Liquor License Renewal for Stackers Restaurant and Bar

    F. Approve Payment of Claims as Presented.

    CITIZEN’S INQUIRIES: There were none.

    NEW BUSINESS:

    Consider Alternative Deductible for Health Insurance – Administrator Mandsager stated Blue Cross Blue Shield insurance rates will increased 21.5% beginning January 1. And in an attempt to reduce our rates, City staff has reviewed partial self funding as a means to reduce our rate by as much as $48,000 in premium costs. Mandsager recommended choosing a 1000/2000 deductible and 2000/4000 out of pocket maximum in place of 200/400 deductible and 500/1000 out of pocket. This will increase the amount the City will reimburse employees but will save $48,000 in premium costs. Mandsager said he would also recommend the City put a portion of the savings in a reserve account and continue to retain a portion of the savings in this account for future years to serve as a measure of protection for an extraordinary high year of liability.

    Hockett moved, second by Lees, to approve choosing a health insurance plan with a higher deductible and out of pocket maximum for City Employees. The premium cost for single will be $236.07 and $590.81 for family. Voice vote. All ayes. Motion carried.

    Consider Purchase of Additional Street Signs – Public Works Director Fry said he needs to purchase additional city street signs that were not included in the first order. He said he needs twenty-seven (27) additional signs that will cost $2,560. Hockett moved, second by Lees, to approve the purchase of additional street signs from Harman Graphics for a cost of $2,560. Voice vote. All ayes. Motion carried.

    Consider Payment to TEC Industrial for Emergency Repair of West Lift Station - $2,187.60 – Administrator Mandsager presented a bill for the emergency repair of the West Lift Station Motor. This is a 1500-pound motor that operates one of three pumps at the lift station. He said the lift station has been operating with only two pumps. If a second would fail there would be immediate problems at the station.

    Lees moved, second by Hockett, to approve payment to Tec Industrial for repair of the West Lift Station Motor in the amount of $2,187.60. Voice vote. All ayes. Motion carried.

    OLD BUSINESS:

    There was none.

    COMMITTEE REPORTS:

    UTILITIES – Mandsager confirmed letters were sent to residents in the Beaverdale Area telling them of the work being done on the water main that serves them and that they would be without water for one day the week of December 18.

    Mandsager said now that the new water meters are coming in installation is taking place. Crowner suggested that the Water Department should consider installing more meters during the winter months if work is slow. Mandsager said he will discuss this with the Public Works Director.

    PUBLIC SAFETY – There was nothing to report.

    FINANCE - The Council agreed to hold a Budget Work Session on January 13 at 8:00. Council Member Lees said she is scheduled to work that day but will attempt to get the day off.

    STREETS – Council asked to have the punch list for the Traffic Signal Project distributed to them for their review. Administrator Mandsager said the contractor for the Traffic Signal Project is working to get the signal timing set correctly.

    SANITATION – There was nothing to report.

    CITIZEN’S INQUIRIES:

    Carl Reid, 417 Leffler, asked the Council if the City regulates the parking of motor homes in back yards in residential areas. He was advised to contact the Building Inspector during his regular office hours to discuss the topic in more detail.

    There being no further business the meeting adjourned at 7:47 p.m. upon motion by Lees and second by Hockett. Voice vote. All ayes. Motion carried.
