Regular Council Meeting September 26, 2000 – 7:00 P.M. The West Burlington City Council met in Regular Session at 122 Broadway Street with Mayor Trousil presiding. Council Members Lees, Hockett, Pilger, Johnson and Crowner were present. City Administrator Gregg Mandsager, Police Chief Walters and Building Inspector Hoy were also present. Lees moved, second by Johnson, to approve the Agenda with the addition of training for the Police Department on the Consent Agenda; Fire Works Permit and Parade Routes for West Burlington Homecoming and Red Ribbon Celebration. Voice vote. All ayes. Motion carried.

    Lees moved, second by Pilger, to approve the Consent Agenda as amended. Voice vote. All ayes. Motion carried.

    Mayor Trousil announced there were no bids received.

    Update on Wastewater Treatment Facility – Chad Lambi, Shive-Hattery Engineer:

    Chad Lambi told the Council the Wastewater Treatment Facility Project is ahead of schedule. He said there was a problem with the supplier getting the specified blowers and they had to find them from another supplier. However they should be here the first week of October.

    NEW BUSINESS:

    Consider Resolution Approving Street Finance Report – Hockett moved, second by Lees, to approve a Resolution approving the Street Finance Report. Roll call. Ayes: Hockett, Johnson, Pilger, Lees and Crowner. Nays: None. Motion carried.

    Consider Request from Southeast Iowa Regional Airport for Additional Assistance – Because the Council was unsure what exactly was being requested, Johnson moved, second by Lees, to table providing additional assistance to the Southeast Iowa Regional Airport. Voice vote. All ayes. Motion carried.

    Consider Payment to Riverview Designs for City Logo Shirts – Lees moved, second by Crowner, to pay $527.10 to River View Design for 16 shirts displaying the City Logo. Voice vote. All ayes. Motion carried.

    The Council discussed paying for city staff shirts. After discussion Johnson moved, second by Hockett, that everyone pay for his/her own shirt. Hockett, Pilger and Johnson voted aye. Crowner and Lees voted nay. Motion carried. The City will pay for the logo set up charge $65.00 - $10.54 discount for paying within 10 days.

    Consider Ordinance on First Reading Regulating the Display of Fireworks – The Council considered an ordinance amending the Fireworks Regulation. The consideration was whether to remove the insurance requirement. Currently City Code requires Personal Injury - $250,000 per person; Property Damage - $50,000 and Total Exposure - $1,000,000. After consideration Lees moved, second by Crowner, to deny the first reading of an ordinance amending the Display of Fireworks Regulation. Roll call. Ayes: Lees, Crowner, Hockett, Johnson and Pilger. Nays: None.

    Consider Payment to Emerald Glen Estates for Sanitary Sewer – Mayor Trousil explained in January the City approved a development agreement with Mark and Jennifer Zlomke concerning a sanitary sewer force main for Emerald Glen Estates Subdivision. The City agreed to install a two-inch force main from the lift station to an existing force main on the Raider property. This is complete. This project was estimated to cost $25,000. With the payment of this bill we will have spent $16,142, which does not include labor provided by our Public Works Department. This is a TIF project.

    Hockett moved, second by Pilger, to approve payment to Emerald Glen Estates in the amount of $8,487. Voice vote. All ayes. Motion carried.

    Consider Acceptance of Audit Report for Year Ended June 30, 2000 – Hockett moved, second by Johnson, to approve the Audit Report for the Fiscal Year ended June 30, 2000. Voice vote. All ayes. Motion carried.

     

    Consider Permit for Fireworks Display for West Burlington School Homecoming Celebration – Hockett moved, second by Crowner, to approve a permit for Fireworks Display for the West Burlington School Homecoming Celebration on October 6 at approximately 8:00 p.m. The display will be conducted by J & M Display, who will provide proof of insurance prior to the issuance of the permit. Voice vote. All ayes. Motion carried.

    Approve Parade Route – Lees moved, second by Hockett, to approve the parade routes for Red Ribbon Week and the Homecoming Parade. Voice vote. All ayes. Motion carried.

    COMMITTEE REPORTS:

    SANITATION – Mayor Trousil said Fall Clean-Up will be October 23 and 30.

    UTILITIES – Administrator Mandsager reported the water meters have arrived and installation will begin.

    PUBLIC SAFETY – There was nothing to report.

    FINANCE – There was nothing to report.

    STREETS – There was nothing to report.

     

    CLOSED SESSION: To Discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property – Lees moved, second by Crowner, to go into Closed Session in accordance with Iowa Code Chapter 21.5(j). Roll call. Ayes: Lees, Hockett, Crowner, Pilger and Johnson. Nays: None. Motion carried. The closed session began at 8:12 p.m.

    The closed session ended at 9:12 p.m.

    ADJOURN – There being no further business the meeting adjourned at 9:12 p.m. upon motion by Hockett and second by Lees. Voice vote. All ayes. Motion carried.
