Regular Council Meeting
March 28, 2000 - 7:00 P.M. The West Burlington City Council
met in Regular Session at 122 Broadway Street with Mayor Trousil
presiding. Council Members Lees,
Hockett, Pilger, Johnson and Crowner were present. Police Chief Walters, Public Works
Directors Christy, Building Inspector Hoy and Fire Chief Astfalk were also
present. Lees moved, second
by Hockett, to approve the Agenda as presented. Voice vote. All aye. Motion carried.
Lees moved, second by Hockett, to approve the following Consent Agenda items as presented. Voice vote. All aye.
PUBLIC HEARING – FY 2001 Budget – Mayor Trousil opened the Public Hearing and explained the City had approved the budget at an earlier date, however, it did not include revenue received from the change in the way utilities are taxed. An extension to April 5 was granted by the State. The City is expected to receive an additional $64,590. There were no comments. The Public Hearing was closed.
Consider Resolution Adopting
the Annual Budget for Fiscal Year Ending June 30, 2001 – Hockett
moved, second by Johnson, to approve the Annual Budget for the Fiscal Year
Ending June 30, 2001. Roll
call. Ayes: Hockett, Crowner, Johnson, Lees and
Pilger. Nays: None. Motion carried.
BID OPENING FOR PLEASANT MEADOW SUBDIV. LOTS - AWARD TO
HIGHEST BIDDER

Mayor Trousil announced there were no bids
received.
CITIZEN’S INQUIRIES:
Council Member Hockett said he had spoken with a citizen who suggested the
City look at an alternative to solving the Gear Avenue and Mt. Pleasant Street
traffic situation. He said
instead of straightening Gear Avenue that will be extremely expensive, the
City should consider placing a traffic signal on each of the streets. This would stop traffic on Gear
Avenue, north and south as well as Mt. Pleasant Street, east and west. He said he had seen this work very
well in another location.
The Council agreed to submit the suggestion to the City
Engineer for consideration.
NEW BUSINESS:
Consider Donation to West
Burlington Post Prom Party
– Lees moved, second by Pilger, to donate $250.00 and two single swimming pool
passes to the Post-Prom-Party Committee.
Voice vote. All aye. Motion carried.
Consider Hiring Menninga
Electric, Inc. to Install Motor Starter at Wastewater
Plant
– Lees moved, second by Hockett, to approve hiring Menninga Electric, Inc. to
install the motor starter at the wastewater treatment plant for a cost of
$2,810.00. Voice vote. All aye. Motion carried.
Consider the Purchase of
Dress Clothes for Fire Department
– Lees moved, second by Hockett, to approve the purchase of dress uniforms for
the Fire Department in the amount of $4,209.70. Voice vote. All aye. Motion carried.
Consider Purchase of
Portable Radios for Fire Department
– Lees moved, second by Pilger, to approve the purchase of 5 portable radios
for the Fire Department. The
radios cost $531.25 each, for a total of $2,656.25. Voice vote. All aye. Motion carried.
OLD BUSINESS:
Consider Iowa Department
of Transportation Agreement for Beaverdale Interchange
– Mayor Trousil explained at the last Council Meeting on March 14, the Council
tabled the Beaverdale Interchange Agreement with the IDOT. The agreement had been developed by
IDOT with input from Administrator Plyman. Mayor Trousil said most of their
concerns were covered by 761 Iowa Administrative Code.
After discussion Hockett moved, second by Lees, to
approve Agreement No. 2000-4-051 for the Beaverdale Interchange.
Consider City’s
Involvement with Construction of a Press Box at West Burlington High
School
– Mayor Trousil explained the West Burlington High School is building a new
Press Box. Raiders, J&J
Steel, Ideal Concrete and Barngrover Glass will provide the materials for the
project. The Booster Club will
provide the labor. They would
like the City to provide the equipment and labor to dig the footings.
Hockett moved, second by Lees, to provide the necessary
equipment and labor to dig the footings and pour concrete for the new Press
Box at West Burlington High School.
Voice vote. All aye. Motion carried.
Consider Adoption of
Personnel Manual
– Mayor Trousil explained Administrator Plyman prepared a new Personnel Manual
before he left. The current
manual was very out-of-date and needed to be updated. City Attorney Loeschen reviewed the
proposed manual and suggested changes.
The proposed manual contains these suggestions.
Hockett moved, second by Lees, to approve a resolution
adopting the Personnel Manual.
Johnson said he would like Section XX, Harassment in the Workplace, to
be changed. He said the section
concerning the reporting procedure should include reporting to the
Council. He said he wants to be
informed of any incident.
Administrator Plyman, who was in attendance at the
meeting cautioned about involving a third party, He said this was not a
legislative issue and should be handled by the Administrator and Mayor if
necessary.

COMMITTEE REPORTS:
STREETS –
Public Works Director Christy said his department is making patches on Van
Weiss Street in preparation of the resurfacing project that was awarded
earlier this year.
He also said he has been working with Harmon Graphics
to develop a street sigh replacement plan. He will put together a proposal and
present it at the next Council Meeting for consideration.
UTILITIES –
Mayor Trousil said he will have a proposal for the next Council Meeting
concerning the water main extension for Southeastern Community College. They are planning on building
additional dorms and will need assistance with the water main.
PUBLIC
SAFETY – Council Member Lees
complimented the Fire Department on obtaining a new classification. Fire Chief Astfalk told the Council
his department has changed from the EMS Basic classification to EMTB
Conditional. This allows
qualified personnel to perform “First Responder” emergency treatment at the
scene. This includes
administering the defibrillator.
Chief Astfalk said the department has been working on obtaining this
new level of certification for several years. He said the conditional status means
the department cannot transport patients.
Mayor Trousil said NOAA Weather Radio is now available
from a new transmitter in West Burlington. These stations will broadcast
meteorological, hydrological, and climatological information 24 hours a day on
162.525 MHz.
FINANCE – Discuss Lighting at
Flint Ridge Business Park – Nancy Eastburn with
Alliant-Energy said she had been working with Administrator Plyman prior to
his departure on replacing red and green incandescent bulbs in traffic signals
to LED’s (Light Emitting Diodes).
The project is part of the LED Traffic Signal Retro-fit Program started
by Alliant Utilities. The program
offers lower energy and maintenance costs.
Eastburn said the cost to replace the 164 lamps with
Dialight brand LED’s would be $40,084 with a rebate in the amount of
$4,795. She said the City could
realize energy and maintenance costs savings resulting in a 3.9-year
payback. The Council will make a
final determination at the next Council meeting.
The Council Members also discussed placing streetlights
in the Business Park. They
discussed following the same type as the City of Burlington installed versus
decorative ZED Harmonia lights.
