Special Council Meeting
March 09, 2000 - 7:00 P.M. The West Burlington City Council
met in Special Session at 122 Broadway Street with Mayor Trousil
presiding. Council Members Lees,
Hockett, Johnson, Crowner and Pilger were present. Lees moved, second by Hockett, to
approve the Agenda as presented.
Voice vote. All aye. Motion carried.
Consider Resolution
Awarding a Contract – Mayor Trousil explained
the City opened bids for the Proposed South Gear Avenue and Agency Road
Traffic Signals Project on March 7, 2000 and received three bids. Mike Nelson Concrete Paving,
Burlington, Iowa bid $538,260.63; KWS Inc. Cedar Falls, Iowa bid
$533,194.20. Both bidders
submitted Targeted Small Business (TBS) forms as required. However, only the low bidder secured a
subcontractor response in the amount of $4,812.50 from A-Seeding Contractor,
Inc. Neither bidder showed TBS
participation at the goal of 10%.
Mayor Trousil explained
Shive-Hattery Engineer, Bill Carey recommended the third submittal be declared
“non-responsive” due to the failure to submit the required Targeted Small
Business (TBS) Pre-bid Contact Information form that was included in the
project manual. Mr. Carey
recommended the City accept the low bid of KWS Inc. in the amount of
$533,194.20.
Lees moved, second by
Hockett, to award the contract to the low bidder KWS, Inc., Cedar Falls, Iowa
in the amount of $533,194.20.
Roll call. Ayes: Lees, Pilger, Johnson, Crowner and
Hockett. Nays: None. Motion carried.
ADJOURN: There being no further business the meeting adjourned at 4:40p.m.upon motion by Hockett and second by Pilger. Voice vote. All aye. Motion carried.
