Special Council Meeting
March 07, 2000 - 7:00 P.M. The West Burlington City Council
met in Special Session at 122 Broadway Street with Mayor Trousil
presiding. Council Members Lees,
Hockett, Johnson, Crowner and Pilger were present. Police Chief Walters, Building
Inspector Hoy and Public Works Directors Christy were also present. Lees moved, second by Hockett,
to approve the Agenda as presented.
Voice vote. All aye. Motion carried.
PUBLIC HEARING – Proposed
Plans and Specifications, Form of Contract and Estimated Costs for the South
Gear Avenue and Agency Road Traffic Signals Project - Mayor Trousil opened
the Public Hearing and asked for comments from those present. He explained the project consists of
installing three fully-actuated traffic signals with an interconnected, closed
loop traffic control system plus the replacement of existing controller at the
mall entrance intersection; intersection modifications including PCC pavement
widening and reconstruction, ACC overlay, pavement markings and other related
construction. The project also
includes installation of three temporary signals with span-wires mounted on
wooden poles. There were no
comments from those present.
Mayor Trousil closed the Public Hearing.
Consider Resolution
Approving Plans & Specifications, Form of Contract and Estimated Cost for
the Proposed South Gear Avenue and Agency Road Traffic Signals
Project – Lees moved, second by
Pilger, to approve a Resolution approving the Plans and Specifications, Form
of Contract and Estimated Cost for the Proposed South Gear Avenue and Agency
Road Traffic Signals Project.
Roll call. Ayes: Lees, Crowner, Hockett, Pilger, and
Johnson. Nay: None. Motion carried.
Consider Resolution
Awarding a Contract – Mayor Trousil explained
the City received three bids for this project. Mike Nelson bid $538,260.63; KWS Inc.
from Cedar Falls bid $533,104.20 and Shipley Contracting bid $510,435.01. Each bidder was to submit with their
bid a document stating their Targeted Small Business contacts. Shipley did not include this with
their bid. Mayor Trousil said he
and Shive-Hattery Engineer Bill Carey recommends the City table the award of
the contract until Thursday, March 9.
This will allow time for Mr. Carey to confer the State DOT.
Hockett moved, second by
Johnson, to table awarding the contract until Thursday, March 9, at 4:30
p.m. Voice vote. All aye. Motion carried.
Consider Amendment to
Engineering Agreement – Engineer Carey
explained the City needed to consider an amendment to the Original Engineering
Agreement for the traffic signal project. This amendment will cover
overseeing the entire project including construction supervision and
observation, in the amount of $51,400.00. Hockett moved, second by
Lees, to approve the amendment to the Shive-Hattery Engineering Contract in
the amount of $51,400.00. Voice
vote. All aye. Motion carried.
